I vaguely recognize that corner of downtown Portland. I want to say it is just off the max line (if it is where I am thinking the max line is just outside of the picture) and that staircase is the SW corner of a parking garage near the downtown bookstore (I can't remember if its borders or barnes and noble).

They were following these guys. They were blocking the protest march in some instances and acting like retards.

Their Bicycles look more appropriately sized for six year old kids.

So the cops were corraling the guys away from the protesters so the protesters could assemble peacefully? Ahhh, civility!
